The concept of the Historic Record Study was <br />approved in Permit Revision No. 7, and MCC is in the process of collecting <br />the data in which to base the reclamation vegetation standards for the West <br />Elk Mine. The 1997 report is the second report in a series of three reports. <br />The first report was submitted in 1996. According to the precipitation ranges <br />agreed to in PR#07, 1997 represents a normal year.
