Memorandum To: Byron Walk From: Janet Binns Date: 09!19/0 Re: Colowyo 2002 ARR File: C:/jhb/team/Colowyo/2002 ARR.doc I have reviewed Colowyo's 2002 Annual Reclamation Report and your Interoffice Memo regarding Colowyo's 2002 ARR, received by DMG on Mazch 31, 2003. Colowyo reports 53.86 acres of New disturbance in 2002, 109.89 acres were backfilled & graded in 2002, 108.69 acres were topsoiled in 2002, and 78.1 I acres were seeded. Of the azeas seeded in 2002: 21.03 acres consisted of a concentrated shrub area, 21.49 acres consisted of azeas not disturbed by mining activities but were seeded after a wildland fire. 21.7 acres consisted of reseeding of 2001 EP037 pazcel. This 21.7 acres were removed from the 2001 reclamation totals and counted in the 2002 reclamation totals. The fire affected area was seeded with a mix of Fringed sage, Antelope bitterbmsh, Winterfat, Russian wildrye, Cicer milkvetch, Rubber rabbitbrush, and Big Sage (vaseyana). Colowyo included a seedmix confirmation from Wind River Seed for the fire affected area and the 2001 "Redo Area" that was illegible. Please have Colowyo submit a legible copy of this record. I have been attempting to confirm that the amount of seed applied to the reclaimed areas complies with the approved seed mix composition and seeding rate as approved in the permit. Since Colowyo used more than one seed company to make up the total seed mix on the 2002 reclaimed area and the 2001 redo acreage, I am unable to account for all the seed in the mix since I am unable to read the Wind River seed tags. As a result my calculations would appeaz to show that the seeding rate was lower than the approved rate. Please have Colowyo submit legible seed tags for the Wind River supplier. Total poundage of seed used in each specific area would speed these calculations up. Specifically, I have to question if they consider 2002 reclaimed area as 13.89 acres (78.11 acres minus 21.03 concentrated shrub area minus 21.49 acres fire area, minus 21.7 acres "2001 redo"=13.89 acres) or does Colowyo count 13.89 acres 2002 (EP043) azea together with the "2001 redo" area together for a total acreage of 33.59 acres? Due to environmental and market conditions in 2002, not all the preferred seed species were available to compose Colowyo's Table 2.05-7 seed mix. Colowyo is approved to use substitutes from Table 2.05-8 for such situations. Colowyo did this in 2002 and chose from approved species on the list.
