Based on our observations, the information presented <br />in the 3rd and 4th quarter 1989 visual monitoring reports, and discussion with <br />Jim Pendleton, our staff Engineering Geologist, we conclude that: <br />1. Original permit projections of very limited ground cracking were in <br />error. <br />2. The observed cracking does not threaten the Huntington Irrigation <br />Ditch, and at present, the cracks do not pose a threat to humans, <br />wildlife, or domestic animals using the surface. <br />3. Prudent monitoring efforts have been undertaken. <br />We recommend that quarterly surveying of subsidence monuments above Panels 2 <br />and 3 East continue for the next year, with survey results to be included in <br />the quarterly subsidence monitoring reports.
