Based on our observations, the information presented
in the 3rd and 4th quarter 1989 visual monitoring reports, and discussion with
Jim Pendleton, our staff Engineering Geologist, we conclude that:
1. Original permit projections of very limited ground cracking were in
error.
2. The observed cracking does not threaten the Huntington Irrigation
Ditch, and at present, the cracks do not pose a threat to humans,
wildlife, or domestic animals using the surface.
3. Prudent monitoring efforts have been undertaken.
We recommend that quarterly surveying of subsidence monuments above Panels 2
and 3 East continue for the next year, with survey results to be included in
the quarterly subsidence monitoring reports. If cracking should develop to
the point of causing a hazard to humans or animals, appropriate remedial
action would be warranted.
Please contact me if you have any questions.
Since~ely~ r~
L., ~ ~
Dan T.
