iii iiiiiiiiiiiii iii
999
STATE OF COLORADO
Roy Romer, Govei
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
DATE: 5 October 1987
T0: Peter V. O'Connor
FROM: Jim Pendleton
RE: Nucla Mi
/ t
Study (Permit No: C-81-008)
I have completed a review of the letter report submitted by Peabody Coal
Company. This letter report summarizes the results of a study of swell factor
at the Nucla Strip Mine, required by the Division as a portion of a permit
revision which modified the method of mining from dragline to scraper.
The report determined the swell factor to be 14,99 percent. "Swell factor" is
interpreted as the volume expansion of the non-coal overburden due to
excavasion and backfilling. Peabocy had protected the swell factor as 15
percent in their revision application.
The overall backfilled surplus was not reported by the applicant. Quick
calculation determined the surplus of expanded backfill over the excavated
volume to be 6,3 percent, or approximately 17,000 cubic yards. Spread over
the approximately 20.2 acres of the excavated area, this bulking would result
in an average topographic rise of approximately 0.5 feet above the original
topographic surface.
I recommend approval of the swell factor report as submitted by Peabody Coal
Company.
cc: Mike Savage
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
