Peter Idatheis <br />New Castle Energy Corporation <br />7bZ5 East Napa Place <br />Denver, Colorado 80237 <br />Dear Mr. Mathets: <br />The Diviston has reviewed the 1988 Annual Hydrologic Report for the Coai Ridge <br />No. 1 Mine. Although there are few apparent hydrologic impacts from the <br />operation, the fact that the majority of the required monitoring intervals <br />were omtttetl makes such determinations very difficult. The only way in which <br />ground water monitoring frequency may oe reduced is through submittal of a <br />Technical Revision (Rule 1.04(130)) to that effect. Therefore the Diviston <br />must issue an NOV (C-89-U20) for tatlure to monitor ground water ilt the <br />approved manner. <br />Since tnere is currently no mining activity at Coal Ridge, and since the <br />"reclamation-only" permit renewal is in progress, the operation can be <br />considered in the "after rock tunnel development" category of Stipulation 3. <br />Therefore only quarterly field parameters/annual chemical analysis are <br />necessary. in 1988, then, the third and fourth quarter field parameters, <br />along witn some miscellaneous hems, were omitted from the monitortng <br />scnedule. Tne Division snail consider the first two quarters of 1989 to oe <br />included under tnis NOV, so the 1989 AHR should include at least complete <br />reports on the third and fourth quarter monitoring plus the annual cnemtcal <br />analyses. I attempted to reach Mr. Michael Galloway to determine the status <br />of monitortng in 1989, and was unable to reacn him. <br />Several other concerns arose during tite review of this report: <br />Wells OW-IZ, OIJ-13, ON-14, and OW-16 appear neither on Figure <br />3.3-12 (Ground Water and Surface Water Monitoring System) nor in <br />Taole 3.3-1 (Summary of Monitoring Well Completion Deta ils). I was <br />unaole to determine where tnese wells are and it would oe helpful <br />tf you updated tnose two pages. <br />2. iJO data was given for Well OW-13, and it was not indicated to be <br />dry. <br />3.
