Lochhead <br />E*ecmrvp Director <br />Michael6 Long <br />Division Duecmr <br />The Division has received and reviewed the 1994 annual reclamation report for the Seneca II-W <br />Mine. The following comments and questions are a result of the review. <br />1. Page 3 of the report text states that topsoil was removed from Topsoil Stockpile N and <br />replaced on regraded spoil at Pits A and B. In addition to that from Stockpile N, soil <br />salvaged ahead of Pit A was placed on Pits A and B spoil. A total of 52 acres of spoil <br />was covered at a mean replacement depth of 1.6 feet; or 83.2 acre feet of soil was <br />redistributed. <br />The report indicates that 62 additional acres were disturbed during 1994, and that topsoil <br />was salvaged in advance of Pit A and the North pit. The topsoil salvage depth for 1994, <br />according to the report, ranged from .5 feet to 7 feet. Assuming topsoil was salvaged <br />from all 62 acres, at the minimum depth, at least 31 acre feet would have been salvaged. <br />The assumption of only 31 acre feet would be extremely conservative, given the stated <br />range of salvage depth. <br />Page 4 of the report text states that soil was imported to stockpiles GG, I[, and JJ, and <br />exported from N. <br />Table 94.1 shows the volumes of all stockpiles on site as of December 31, 1994. When <br />comparing these values to the 1993 report, the following changes occurred: <br />N - loss of 75 acre feet <br />GG -loss of 6.9 acre feet <br />II -loss of 7.7 acre feet <br />JJ -gain of 27.3 acre feet <br />KK -loss of 12.9 acre feet <br />It would appear that the reported volume for KK was in error in 1993, based on the <br />volumes listed for 1992 and 1994, and on Division field observations. Disregarding the <br />change in ICIC, there was a depletion of 62.3 acre feet of stockpiled soil. <br />
