Long <br /> Division Director <br />RH: 1994 Annual Hydrology Report; Blue Ribbon Mine; <br />Permit No. C-81-047 <br />Dear Mr. Stover; <br />The Division has reviewed the 1994 Annual Hydrology Report (AHR) <br />for the Blue Ribbon Mine. Also included in the report are Minrec's <br />responses to the Division's review of the 1993 AHR. This letter is <br />arranged in two sections. The first section addresses the <br />responses to the 1993 AHR review and the second section addresses <br />the 1994 AHR. <br />Section I• <br />1. The Division cannot answer the question posed in the response <br />because there is no data which shows the significance or <br />insignificance of the flow at the culvert versus the <br />monitoring points established in the permit. This is why the <br />Division has asked for the demonstrations in previous <br />correspondence regarding this review. The Division considers <br />the collection of flow data at the culvert for the upstream <br />site to characterize Hubbard Creek prior to receiving water <br />from the mine site improper, because the permit does not <br />approve this practice and may not be representative of the <br />established monitoring sites. However, this spring the <br />Division will conduct an inspection of Hubbard Creek and take <br />discharge measurements at the upstream, culvert, and <br />downstream sites to determine the accuracy of taking one <br />sample at the culvert. <br />2. The Division continues to assert that a downstream flow <br />measurement should be taken on Hubbard Creek. Please see ,#1 <br />above. <br />3. The units for flow in Hubbard Creek were revised on the first <br />page of 1993 AHR and was incorporated into the report. <br />
