• • iii iiiiiuiniiiiii <br />999 <br />EXHIBIT C-MINING PLAN <br />This area of Monogram Mesa has been the site of uranium and vanadium <br />mining activities since the early 1950's. Due to fluctuations in the uranium and <br />vanadium markets, production from the area has been intermittent, with the last <br />mining cycle ending in 1990. In 1994 Energy Fuels Nuclear, Inc. ('EFN") <br />purchased the Van 4 Mine from Umetco Minerals Corporation ('Umetco'). <br />The Van 4 shaft was completed in 1979 as an intermediate ore hoisting <br />facility to service the far eastern reaches of the Union Carbide Corporation's <br />("UCC') Ura Mine. Its workings are connected to those of the Ura mine which <br />has been used in the past for equipment access and emergency escape. Ore <br />was produced at the Van 4 until 1984 when all UCC mines on the Plateau were <br />shut down. ConVador production was resumed in 1988 at the mine and <br />continued until it was shut down in 1990 <br />The determination of when mining will resume and how long it will last will <br />be based on several factors, including but not limited to, an increase in metal <br />prices to an economic level, the start-up of the White Mesa Mill at Blanding, <br />Utah, the mining rate and the likelihood that additional ore will be located during <br />the mining cycle. <br />n <br />O <br />Z <br />'T <br />t~ <br />m <br />z <br />--~ <br />r-- <br />Haulage and load-out methods involve the use of diesel-powered, rubber- <br />tired LHDs and trucks which haul the ore and waste to loading facilities at the <br />bottom of the Van 4 shaft, where it is hoisted to the surface and dumped in the <br />surface ore bins. The ore is then loaded into trucks and hauled to our mill at <br />Blanding ,Utah. Waste rock is deposited on the waste dump to the west of the <br />shaft. There will be no processing or concentration on site. <br />The area is crosscut with numerous pre-law drill roads and trails and it is <br />anticipated that little if any additional disturbance for the purpose of surface <br />access will be necessary. The orebodies have been delineated for some time <br />and no additional surface drilling is anticipated. Future surtace disturbances will <br />consist of ventilation sites and possible minor expansion of the waste dump. <br />As this is an underground operation, no overburden stripping is necessary <br />and none will be undertaken.
