__ • • iii iiiiiiiiiiiiiiii <br />FUELS-UG1N 999 <br />A Sultsidkrrv <br />-~c~ RECEIVED <br />of <br />~B~ F~~ DEC 0 5 1986 <br />'tS10QO/1O1'/"`' December 1, 1986 <br />MINED LAND <br />RECLAMATION DIVISION <br />Mr. 7iZn Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Shernan Street <br />Denver, CO 80203 <br />RE: Professional Certification Document for the Coal Processing Waste <br />Bank on Deserado Mine Property, Bonanza Power Project File No. C-018-81. <br />Dear Mr. Gillis: <br />On November 14, 1986, I perforned an inspection of the Deserado Mine refuse <br />pile sub-areas 1 and 2-3. <br />I am a professional engineer registered in the State of Colorado and my <br />experience fulfills the requirements of Colorado Surface Coal Mining Reclam- <br />ation Act. <br />The purpose of my inspection and certification was to ensure proper construction <br />of the refuse pile and to satisfy the requirements of Rule 4.09 1 (11) of the <br />Colorado Mined Land Reclamation Board. In completing my certification, I have <br />conducted an inspection of the refuse sub-area 1 and 2-3 piles and construction <br />site. <br />'There are no apparent points of seepage in the pile, and there is no indication <br />of slope failure. The surface drainage facilities were adequately maintained <br />and were working properly. No subdrain system is required by our permit, since <br />geotechnical investigation for the disposal site revealed no ground water present. <br />Permanent out slopes have not yet begun to be built. Required compaction was <br />achieved in all lifts through November 14, 1986. <br />We have now, to date, a total of 265,288 tons of refuse placed in sub-area 1, <br />and 187,824 tons placed in sub-area 2-3. <br />Both the topsoil and subsoil piles for those areas have been seeded and are <br />stable. Removal and stock piling of all organic material and topsoil prior <br />to disposal of refuse has been completed. <br />Deserado Mine <br />P.0.
