Exhibit "E" <br /> RECLAMATION PLAN <br /> 1. End Use of Affected Land : The end use proposed <br /> for the entire 51. 549 acres is the same as that proposed for <br /> the originally permitted 28. 86 acres. At the completion of <br /> the mining and reclamation program, the entire affected area <br /> will be restored to the range character which it has histor- <br /> ically and naturally had. Because of the semi-arid nature <br /> of the country and the rocky soil , returning the land to <br /> range is the most commercially economical and at the same <br /> time the only feasible method of reclamation. The range <br /> character of the reclaimed land will be appropriate to other <br /> land uses in the vicinity. To the South of the site is U.S. <br /> Highway 6 and 24, and the nearest non-agricultural use is <br /> the Eagle County Airport. <br /> Because of the ruggedness of the terrain and the sparse- <br /> to-moderate ground covering in this area, there i,s virtually <br /> no wildlife on the subject property. Moreover , as the land <br /> lies between Interstate 70 to the north and the Denver and <br /> Rio Grande Western Railroad and U. S. Highway 6 and 24 to the <br /> South, the property is not utilized for seasonal use or <br /> wildlife crossings. <br /> 2. Implementation of Plan. The grading of the raw <br /> cut cliff face to a slope not to exceed 2 : 1 has been and E <br /> will be accomplished by front-end loaders as the mining + ( <br /> operation progresses. r <br /> There is so little topsoil or soil mixed in with the <br /> b <br /> sand and gravel deposit that it may in places be necessary <br /> to haul soil in to facilitate the sloping and reseeding of <br /> the cut cliff banks and level area. The operator will do <br /> so wherever appropriate, so',that a soil depth of at least <br /> four inchees all be available as a seed bed. The slopes <br /> and -f-tat Ian will then be seeded with a mixture of native <br /> grasses as hereinafter specified. Because of the porosity <br /> of the soil , seepage from the settling pond is extensive, <br /> and it is anticipated that no water will be available for <br />
