Mines <br />A,,.r <br />I have reviewed thz subsidence-re laced portions of Empire Enerhys' <br />laCesC supplemental submissions. The submission represents a si{~niticant <br />improvement concerning these subsidence-related topics. F.ernaining deficiencies <br />are minor in nature and consequence. f bzLieve that these deficiencies can <br />be rectified by clerical and droFting nmendmenLS prior to my completion of. <br />the required draft Findings. <br />(1) In Section 4.6.5, "Subsidence Monitor-ing !'rr~y;ran;" the applicant includes <br />the statement; "The monitoring will continue unti.L results i.ndicote subsidence <br />has ceased and the Division has been_ no_tiLieJ of the cerminacion of monitoring." <br />This statement should be amended to rend; "'fhe moni.toriny,ta~ill continue until <br />results indicate subsidence Iles ceased and the Ilivisiun has~w ed the <br />termination of monitoring." <br />(2) The applicant Further indicates wi[hin tieccion 4.6.5 ctnt two survoy <br />monument types wilt bC 1n5ta11Crl. IIUwOVCr, chu :applicant fails to indicate <br />which monument type will he utilized (or which sper'ific mmlur.•,ent installations. <br />I believe that the mnnumenc type could easily be indLcntcd I:y mnending hlap ~IV-7 <br />to include a designation of monument c}'pe besidi• each indicated wonument or <br />set of monuments. <br />(3) In Section 4.6.2.4 [hc app.licant indicates that several of the potentially <br />affected structures eai11 be nail munumznted ;tad monitored [o detect subsidence. <br />Map IV-7 should also be amended to indicate which structures will be so monitored. <br />(4) The applicant does not i.nc.lude ;Iny system uF desi.gnatinn For file proposed <br />subsidence monuments indicated nn Map IV-7. 'I'., avoid later confusion and co <br />greatly simplify required monitorinf; repnrtinl; ~I recommend tha[ the applicant <br />indicate a numerical designation beside each monument shown on Atap IV-7.
