Sandoval: <br />This ie to inform you that Mr. Ephrain D. Hill has sent a letter, concerning <br />the Saad Arroyo Pit, File No. 78-283, objecting to this application to mine <br />sand and gravel in Huerfano County. A copy of thie.letter of objection is <br />attached for your reference. As stated before, we have not, received a <br />source of Legal Right-to-Ent~~. ~r proof that the operator can mine on the <br />affected lanc~alease~l, or notorized letter. The burden of proof is on <br />the operator and hhie information moat be provided before the December 20- <br />21, 1978 Mined Land Reclamation Board meeting eo that it can be coneidered <br />complete and can be heard at the Board meeting. <br />No adequacy letter was sent to your office on November 8, 1978 concerning the <br />Sand Arroyo Pit, Pile No, 78-283, since it was never deemed filed and complete. <br />After reviewing the adequacy letters suh®itted by you for the Jolly Pit, Pile <br />No. 78-27b, Sand Arroyo Pit, File No. 78-283, the following information is <br />needed to have these applications coneidered adequate: <br />For the Jolly Pit, 978-276 and Sand Arroyo Pit, X78-283 <br />I Mape: <br />Both Pita need better maps which show where the pit is located, accaes roads <br />leading to the pit. adjacent land owners, and a better description of the <br />boundriea of the affected land. <br />To assist you I am enclosing copies of the following exhibits which were <br />used by an operator who applieddf6r limited impact and was approved by the <br />Mined Land Reclamation Board.
