Mr. Paul Sale <br />September 4, 1981 <br />page -3- <br />Exhibit D <br /> <br /> <br />1) A site evaluation for pits 13 and 14 is needed from the Division of <br />Wildlife and from the Soil Conservation Service (including an analysis of <br />existing vegetation, soils and seeding recommendations). This o-~ill be needed <br />before the September 23-24 meeting in order for these two pits Co be ade- <br />quate for Board consideration. <br />~2) Wildlife <br />a) For each of the 12 pits already analyzed (as well as the 2 pits <br />still to be analyzed), it is important to note that the recommendations <br />of the Division of Wildlife concerning reclamation of the affected land <br />are to be considered part of the permit. <br />b) Are there any special wildlife concerns for pit 13 due to its proxi- <br />mity to the San Miguel River? <br />c) Recommendations concerning restrictions of time of the year for <br />mining because of wildlife impacts should be adhered to by San Miguel <br />County. <br />3) ,Water <br />~ a) Sediment control should be instituted at all pits where sediment could <br />nn ~ ~ move into drainages or bodies of water. <br />l' <br />b) Will any water be used for any purpose at any of the pitsl I ask this <br />question in spite of your statement to the contrary because most sand <br />X and gravel operations use water for dust control or crushing and screening <br />activities. If water is used in these manners (or for any other purpose), <br />the County must either truck the water in or have an on-site industrial <br />use water right for the purpose. Please further clarify this matter. <br />X) Soils and Vegetation <br />This information was quite adequate for the first 12 pits. Similar <br />information for the last two pits would be quite helpful. <br />Exhibit E <br />~l) More detail is needed as to the plans for the final reclamation of pit <br />N3• Will the pond be enlarged? <br />2) More detail is needed concerning the reclamation plan for pit X5. Since <br />the area is nearly devoid of topsoil and a recreation use is planned (an <br />obvious for this site), how will this site accomodate recreation? <br />3) The Soil Conservation Service has been most helpful to you as far as the <br />first 12 pits are concerned. I suggest that you continue to work closely <br />with them in the reclamation of these pits. In many of these pits, mere <br />seeding after spreading of topsoil may not be sufficient to assure reclamation. <br />This is especially true for the old pits that have a paucity of true topsoil. <br />The Soil Conservation Service can suggest fertilization and mulching tech- <br />niques valuable for such sites. Such techniques should be instituted as <br />necessary for all 14 pits. <br />4) Are the seeding rat=s given for the reclamation seeding mixes by the S.C.S. <br />drilled or broadcast rates? <br />5) Slopes <br />a) What are the planned final slopes for pits defined as quarries? The <br />Act requires that all slopes be stable. Benching may be necessary in <br />these pits if the highwalls remaining in reclamation are oversteepened. <br />b) What are the p1+3nned final slopes for the pits in general? For good <br />success in revegetation, especially if topsoil is not plentiful, slopes <br />
