However, there an nunterour changes which have been made in the permit that will be highlighted in this <br />rationale. Most of the conditions of the prrvious rationales are also still applicable unless othmvise noted. <br />A. Reauthorirntian <br />Part LA.6 of the permit sperifies that authoriurtion to dischmge under this general permit will espire on September <br />30, 1997. Any permittee desiring continued coverage must re-apply by March 31, 1997. <br />INTRODUCTION - S770RMWATER PROGRAM <br />As required undo the Clean Rater Acs amendmaus of 19187, the Environmental Protection Agency (EPAJ loss established a <br />framework for regulating municipal and industrial stormwater dischages. This framework it under the National Pollutant <br />Discharge Elimination System (NPDESJ program. The regulations (40 CFR 122.26) require specific types of industrial <br />facilities which disdurrge stormwater associated with indurria! aaiviry fndrestrial stormwater), to obtain coinage for this <br />discharge under an NPDES permit. Farilities which disefiarge industrial stormwater tither directly to surface waters or <br />indirectly, through municipal separate storm sewers, must be covered by a permit. <br />The federal e1lluent guidelines that govern disdwrges from sand and gravel mining facilities (40 CFR 436) control most <br />surface runoff from mining facilities. However, there an some sources of stormwater from these sites which are not <br />addressed, such as roads and railroad liners, pond ouubpes, inarxive loadouts, sites used for storage and maintenance of <br />.material handling equipment, etc. <br />For sand and gravel operations, other mining and quarrying of nonmdallic minerals adept fuels, and for asphalt and <br />concrete batch plants located at such facilitiv, lhis general permit will cover both the process water discharges and <br />
