` In addition to the variance, WECC is requesting a
'~ ~ relocation of o ne of the two accesses to WECC
property. The a ccess must be relocated due to the
construction of a permanent refuse pile. The
necessary plans and drawings for the proposed road -
relocation have been include d for your review.
Once the refuse pile has reached the size shown on
drawing no. LWP-005 the exlsting road cannot be
used to access Sylvester Gulch and it must be
relocated (also on drawing no. LWP-005). There 1s
no other access to Sylvester Gulch that can be
used yearround.
The access to Sylvester Gulch is critical because
•t` - the main mine fan for .the Mt. Gunnison No. 1 Mine
is located in Sylvester Gulch. The fan must be
. inspected on a daily basis and it is critical in .: .
._;_'•. an emergency to be able to' readily access the fan
site to insure the safety of our underground ~.,
?~` personnel. The volume of traffic at~this access
will be low, but the importance of this road is
_ high.
Please review the aforementioned request for
r written permission for the variance and the
application to relocate .the access. Should you
. have questions or require further information,
please call me. If you feel that it would be
helpful I can meet with you to go over the plans.
A public hearing will be held in the near future
to obtain public comment on the variance to
.conduct mining operations, within 100 feet of a
- public highway right of 'way. If the Colorado
Department of Highways would like to participate
in the public hearing. they will be welcome to do
so. I will notify you of the date, time, and
_ ~. location of the hearing.
