Changing habits, customs, and practices developed <br />over many decades is not an easy matter, and can't be done over- <br />night. <br />It frequently occurs that persons who reside in the vicinity <br />of mining operations are distressed at the consequences. Individu- <br />als harmed by the wrongful conduct of others have a civil action <br />for damages, as I am sure your attorney has explained to you. <br />Agencies of state government cannot be used as a means for settling <br />private grievances. <br />Due to enforcement action by the Mined Land Reclamation <br />Division, Weld County has filed and is processing permit appli- <br />cations for its gravel operations. These involve specific plans <br />for the reclamation of all areas mined. The Board will follow <br />up to see the reclamation is performed as required by law. <br />You should understand that during the recent spring floods <br />the damage to the roads in Weld County was so great that persons <br />travelling on Weld County roads were in danger of great damage <br />and injury. pending approval of permits, only emergency gravel <br />mining is allowed. <br />
