Until said ruling is received, appli- <br />cations for permits to operate open mining are being submitted <br />without fee or bond. <br />In lieu of the bond requirement set forth in the Colorado <br />Open Mining Reclamation Act, this letter will serve as assurance <br />that the Division of Highways will accept the responsibility for <br />the fulfillment of the reclamation requirements as set forth in <br />the stabilization and reclamation agreement for the aforementioned <br />operation. <br />Yours truly, <br />E.
