Qregg Squire ' .
Division of Minerals and (}eology
August 25, 1995
Page 4
We ran a conservative estimate of the flow capacity fora 24 inch circular pipe using the .
HHCaIc program designed by Eagle Poim software (see enclosed print out from
program). The calculated flow rate was 3717.66 gpm.
Thus, there is sufficient capacity in the culvert under County Road 36 to handle flows
from dewatering and irrigation.
D. .The signed letter from Alexander Grant states his commitment to fill the reservoir at the
completion of mining. He intends to use part or all of his shares of the Box Elder Ditch
water for the filling of the reservoir. He also has the options to either lease the reservoir
for water storage or file for junior water rights, in order to fill the reservoir.
Enclosed is a copy of Grant's Box Elder Ditch Water Certificate.
Also, enclosed aze 40 years (1950-1990) of diversion records for the Ditch_ Foi this
period the average shaze yielded 99 acre-feet of water.
A substitute water supply plan and well permit have been submitted to the State
Engineer's Office. The 5E0 has change their policy of notifying well owners within 600
feet. Now the SEO sends out the notices to the well owners.
5. Reclsmatfon Costs
We should clarify the statement "These phases are neither representative of the maximum
area of distwbance nor do they limit disturbance to a particular phase."
Connell has wmmitted to keeping the total disturbance to a maximum of 37.3 acres as
listed in Table D-1 of the application report. The phased areas designated on Exhibit C
(inner phases - 13.1 acres and Phase 2 -I5.5) are used to represent the direction of mining
and the general amount excavation in a yeaz. Connell anticipates they will mine between
10 and l5 acres per yeaz. The rema;*+1rg areas of disturbance will include access roads
and processing and stockpiling areas.
