Division of Minerals and Geology
August 25, 1995 ,
Page 2 .
Connell should not be requ'ved to install groundwater monitor wells. The Wellington
Downs Pit will only require dewatering umil the reservoir liner is installed. The liner is
expected to be installed within the first three years of the start-up date. With this short
duration, dewatering will have a limited impact. Zhe only wells within 600 feet are
gravel pit wells.
D. Dave Simpson of Connell Resouice has clarified to us that the auger holes drilled in the
Wellington Downs gravel deposit yielded topsoil with an average thickness of .5 feet. He
said below the topsoil is a one foot deep silt and clay horizon suitable for plant growth.
Connell will commit to capping the reclaimed amag with a minimum of .5 feet of topsoil
and a minimum of .5 fcet of the silt and clay material.
Annual Rye Grass was selected as a topsoil stocl~ile rover because Connell is not
expecting to stockpile topsoil for more than one growing season. The concwrent
reclamation process will be continually utilizing available topsoil.
Connell will mix in Crested VVtteatgrbcs to sustain growth on the stockpiles for periods
longer than one growing season. The mixture will be band broadcast at rate of 16 pounds
per acre. Two thirds of the mixture will be aturual Rye Grass and the remaining 1/3 will
be Crested Wheatgrass.
3. ItedAmation Plsn
B. It is our understanding that compaction testing is the same as moisture/density. testing. ~"
Connell agrees to conduct moisture/density testing for every.10,000 cubic yards placed.
The composition of the material used in the construction of the reservoir liner is not
expected to change. Therefore, once the initial sieve and Atterberg limits have been
establisbed, additional testing is unnecessary unless the material's composition changes.
Connell agrees to do additional sieve analysis and Atterberg limits testing if the material
used to construct the liner changes.
D.
