SHELTON, Director
October 24, 1983
T0: Joe Zalkind
FROM
RE
Rocky Be avers~~h
Cheyenne County Alternate Reclamation Plan
Joe, the plan submitted to us for alternate reclamation by Cheyenne
County is unacceptable for the following reasons.
1. The county says they will backslope but has not committed to a
spec ifiE sloping configuration.
2. The county has not co~iimitted to a topsoiling level (ie.: 6-12") nor
explained where topsoil will be acquired for this project.
3. The county has not committed to one of the two suggested fertilizer
approaches; one of which is incomplete as to application rates.
4. The county has given a broad approach to seedbed preparation which is
not committed to specific actions needed for reclamation of the site.
5. The county has presented two seeding approaches (broadcast vs.
drilling) and has not committed to either one.
6. The county has supplied three mulching alternatives but no commitment
to any one.
7. Maps are of such a poor quality you can't decide what the existing
conditions are or how they will reclaim the site.
In conclusion, the county has supplied us with a generic reclamation plan
with very few commitments as to how they will reclaim the site. The
staff recommends that the Board reject this plan.
/pjh
Doc. No. 6486
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
