essentially no design or construction information is available for <br />the Tipple Road. <br />The road has been in use for a period of over fifteen years with <br />traffic levels over this period equalling or exceeding current and <br />anticipated future use levels. The road is currently in good <br />condition and appears adequate for anticipated use. Kerr Coal <br />Company does not proposed or anticipate the need for modification <br />or reconstruction of the Tipple Roads since these activities would <br />result in additional disturbance with the potential for related <br />environmental impacts. If traffic levels increase significantly, <br />at some future point in time it may be necessary to resurface this <br />road. <br />Sedimentation ponds, diversion ditches, and other drainage control <br />measures associated with Class I Roads will be constructed to <br />handle runoff during and after construction. (See Map 16a, Kerr <br />Mine Area Surface Water Hydrology, for location of drainage <br />control structures.) Section 816.46 sets forth the design <br />criteria for the sedimentation ponds and related drainage control <br />structures.
