Fall aeedings made from the last <br />of August to November should be reasonably sure of success." <br />McGinniea (1960) reported that after 5 years of seeding trials on <br />mountain rangelands near Crawford, Colorado, "the most reliable <br />seeding date for obtaining satisfactory stands in Western Colorado <br />is April 1." <br />~~ <br />Consistent with the recommendations of the literature, Kerr Coal <br />intends to undertake the seeding and planting of reclaimed areas at <br />the Kerr Mine Area and the Kerr Tipple Area as soon after April lat <br />as snow and mud conditions allow. Mud and snow conditions often do <br />not abate until late May or early June. Consequently, Kerr Coal <br />anticipates that in moat years planting and seeding at the Kerr <br />Mine Area and the Kerr Tipple Area will not be undertaken until <br />Fall. Where necessary to effectively control erosion, temporary <br />grain cover will be planted in the spring as contemporaneously as <br />possible after topsoiling has been completed. Thereafter, a per- <br />manent vegetative cover will be planted the following fall. <br />+~ Section 816.114 Revegetation: <br />practices. <br />Mulching and other soil stabilizing <br />(a) Suitable mulch and other soil stabilizing practices shall be used <br />on all regraded and topsoiled areas to control erosion, promote germi- <br />nation of seeds, or increase the moisture-retention capacity of the <br />soil. The regulatory authority may, on a case-by-case basis, suspend <br />the requirement for mulch, if the permitee can demonstrate that alter- <br />native procedures will achieve the requirements of 816.116 and do not <br />cause or contribute to air or water pollution. <br />816-150 <br />
