Therefore, <br />no exposed coal seams will remain at the completion of mining and <br />reclamation operations. See, Map 33, kerr Mine Area Overburden <br />Replacement and Grading. <br />No acid and toxic forming materials exist at the mine or tipple as <br />confirmed by the discussion concerning acid and toxic forming <br />materials in Sections 779.14(bj(1)(iv) and 780.18(b)(7). <br />(b) Stabilization. Backfilled materials shall be selectively hauled or <br />conveyed, and compacted, wherever necessary to prevent leaching of acid- <br />forming and toxic-forming materials into surface or ground waters and <br />• wherever necessary to insure stability of the backfilled materials. The <br />method and design specifications of compacting materials shall be approved <br />by the regulatory authority before acid-forming or toxic-forming materials <br />are covered. <br />Backfilling will be performed by the normal day-to-day operation of <br />the scrapers and loader-truck fleet as they remove and replace <br />overburden. This procedure will provide considerable compaction. <br />A specific description of this process together with related maps is <br />set forth under Section 780.18. <br />An exhaustive analysis of overburden indicates that no toxicity <br />problems are present. A thorough discussion on this topic is <br />presented in Section 779.14(bj(1)(iv). Specific data are presented <br />in Table 73, Chemical Analysis of Overburden and are statistically <br />described in Table 4, Statistical Description of Overburden Chemical <br />Data.
