No changes will be made with respect to <br />the premining land use patterns described in Section 816.133. <br />Section 816.99 Slides and other damage. <br />(a) An undisturbed natural barrier shall be provided beginning at the <br />elevation of the lowest coal seam to be mined and extending from the <br />outalope for such distance as map be determined by the regulatory au- <br />thority as is needed to assure stability. The barrier shall be retained <br />in place to prevent elides and erosion. <br />r 1 <br />\J <br />All mining pits have been designed based upon recommendations by <br />CTL Thompson, Inc. Analysis of Pit Wall Stability included as <br />Exhibit 43, to this application. The highwalls on either side of <br />the pits have benches of undisturbed overburden to prevent slides. <br />(See: Figure 32, Typical Pit Cross Section.) All highwalls are <br />stabilized by continual backfilling of the mined out pit as con- <br />temporaneously as possible with mining operations as discussed in <br />the operations plan set forth at Section 780.11. As more fully <br />described in 780.21 and 816.46, drainage control facilities will be <br />installed and maintained outside the pit and highwall area to <br />control erosion and runoff from the permit area. Any drainage and <br />runoff which will occur inside the open pits will be retained <br />within them because the pits will be topographically lower than the <br />surrounding undisturbed area.
