5. For operations in winter conditions, snow should be compacted to 4 inches, then
allowed to freeze before hauling loads in excess of 1,000 pounds GVW.
6. Maintain effective temporary closures to inhibit public use of reopened and new
routes.
3.F. SHORT-TERM USE OF HUMAN ENVIRONMENT VS. LONG-TERM
PRODUCTIVITY
The approved GVB development will continue, with use of the sites continuing for about
2 years until reclamation. The area in which the GVBs are located is generally the
oakbrush community. Other analyses for range and wildlife in the area have noted the
need for oakbrush clearing to create openings in the vegetation for stock and wildlife, so
that open forage azeas are available. This short term could be beneficial for productivity
of the azea.
Under Alternatives 2 and 3, the same philosophy is true. The proposed GVBs are in
azeas where the vegetation density exceeds the Forest Plan standazds, and a need for
opening is needed to increase productivity and forage opportunities. There should be
minimal effects to long-term productivity. New disturbances will be reclaimed by
recontouring and revegetating with an approved seed mix.
33
