This altemative assumes that the exception to the Big Game Winter Range timing <br />limiration would be granted. Surface use in the project area is subject to the stipulations <br />cun~ently in effect on federal coal lease COC-56447 (see Appendix A). This altemative <br />may also require providing an exception to the No Surface Occupancy (NSO) stipuL•.rlion <br />for riparian areas (see Appendix A), for potential road crossings through the riparian area <br />in Lung Draw. This alternative also assumes application of potential conditions of <br />approval given in Appendix B. Others conditions may be added as needed for mitigation. <br />2.E ALTERNATIVES NOT CONSIDERED IN DETAIL <br />1. Alternative that does not involve any road constntction (i.e. helicopter access). <br />The:;ize and type of drill ri,g needed to install the GVB is too large to transport by <br />helicopter. The helicopter portable rigs are too small to reach the depth and diameter of <br />hole.: needed for Gl'B npplications. <br />2. Alternative that considers alternate technology such as horizontal or slant drilling. <br />MCC' attempted extreme angle slmr! drilling in previous GVB (see Section LAJ. Thi.c <br />techr..ctlogy did trot work for this type of application. Horizontal drill holes have been <br />installed from williit: the mine to assist in liberating the methane, however the horizontal <br />holes alone have not been capable of liberating the methane encountered. <br />2.F. SUMMARY (:OMPARISON OF ALTERNATIVES RELATIVE TO ISSL~ES <br />Table 2.1 presents a summary comparison of resources potentially affected by each <br />altemative. The information presented in this table is a summary of effects discussed in <br />detail in Chapter 3 of this EA. The effects presented in the table assume that Litigation <br />has been implemented. <br />2.G. PAST, PRESENT AND REASONABLY FORESEEABLE FUTURIs <br />ACTIONS <br />Past, present and reasonabl}~ foreseeable future actions in the project area have been <br />docurnented to assist in analyzing cumulative impacts for this EA. Table 3.1 presents a <br />summary of past, prc;sent and reasonably foreseeable future actions grouped by resource. <br />The action, year(s) of occun~ence and estimated amounts of residual, current or <br />anticipated effects are included. These effects, along with the anticipated direct and <br />indirect effects of the proposed action form the basis for the cumulative effects analysis <br />presented in Chapter 3. <br />10 <br />
