^=~~ • r III IIIIIIIIIIIIIIII
.199 1 December 1993
Mined Land Reclamation Division DEC ~ ~
1313 Sherman Street, Room 215
Denver, Colorado 80203 "~~•!eicrc'" . ~._, ;:_~~
wt93-oEo
In reference to: Application for permit by Summit Brick & Tile
for mining in Sections B & 9, T125, R62W, 6thPM.
My concerns over this permit application are what
environmental impact this mining will have, and what are the
plans to deal with it, specifically:
What will be the effect on Bracket Creek and the down stream
owners and users? Will water quality or quantity be effected?
If so how will effects be mitigated and downstream users
compensated for loss of water for agricultural and livestock use?
What will be the effect on subsurface water supplies? State
officials have already voiced concerns to me over the long term
effects on the delicate riparian zone surrounding Bracket Creek.
This concern was about overgrazing, and had not yet considered
the effects of mining. They have stated that deliberate negative
changes to the habitat zone will not be allowed.
How will effects to nearby residential water wells be
handled? The city of Calhan is less than two miles from the
proposed mine location. Will there be a monitoring program to
gage the effects? How will neighboring users be notified in the
event water supplies are effected? How will users be compensated
if wells are contaminated?
Noise and dust pollution, particularly to nearby residences:
How will such pollution be mitigated and what restrictions to
operation will be in place to reduce effects to neighboring
property owners?
What are the short and long term plans for actual mining
operations? Will mining actually commence on 1 March 1994? What
will be the scale of mining on a day to day basis? Will
reclamation be an ongoing operation, or will it wait until mining
operations cease? Will original contours and features be
replicated? How will erosion be controlled?
What will be the effect on wildlife, particularly the
antelope and deer populations? How will negative impacts be
mitigated? What will be the effect on aquatic wildlife,
particularly fish in Bracket Creek? How will Bracket Creek be
protected?
There are several mining operation in the local area. Has
consideration been made as to the overall effect on the community
of commencing another mining operation?
What provisions will be made to reduce damage to roads caused
