Structure Location Construction Dates <br />• Access Road 1 RSS, Exhibit 6A 1975 & 1984 <br />Description -This road is a portion of the Roadside South Portals (RSS) operations <br />area. The road extends from the guard shack through the lower parking lot up to the <br />f- office area and ends at the storage yard on top of the Roadside Refuse Disposal Area <br />(RSRDA). The length of the road is approximately 1900'. <br />Design and Construction -The road across the lower parking lot is on an area <br />leveled long ago for a mine operations area. The road up the hill was in existence <br />sometime prior to 1975 but additional cuts and fills were made around 1975 to <br />improve access to the current portal location. The grade on the hill to the office <br />averages 8%. The grade leading to the storage yard is 11% for a distance of 300'. <br />The width of the road is undefined through the parking lot, approximately 30' up the <br />hill to the office and approximately 20' wide on up to the storage yard. The road is <br />regularly used for employee and supply access to the RSS portal and storage areas. <br />In 1984 the road Leading from the office area to the top of the RSRDA was upgraded <br />for access to a storage area on top of the old refuse pile. <br />Drainage -Drainage control for this road is included in the RSS operations area <br />drainage system. Runoff from the parking lot flows to a berm on the west side of the <br />• parking lot and is directed to Pond 8. Runoff from the road up the hill to the office is <br />picked up by a ditch along the inside edge of the road or maintained on the road by a <br />concrete and asphalt curb long the outside edge of the road and directed to the berm <br />along the lower parking tot. Runoff from the road below the office leading to the <br />storage area is allowed to sheet flow for the 300' maximum distance to a drain under <br />the mine's raw coal conveyor where it is piped to Pond 8. Design for the RSS <br />drainage is given in Appendix 13-2 and includes information for the ditch along the <br />road and the drain from road leading to the storage area. <br />Surfacing -The roadbase across the parking lot and up the hrll is unknown, but the <br />surface of these portions of the road have been paved with an estimated 4-6" of <br />bituminous asphalt. The portion of the road from the office to the storage area has 4- <br />18" of "red dog" gravel for the roadbase and 3/4 roadbase gravel on the surface. <br />Maintenance -The graveled portion of road is watered occasionally during the <br />summer and graded as necessary. Mg-CI is applied to the surface occasionally to <br />reduce the dust. <br />T13-2-& (Rev. 12/16/96) <br />
