engineering and I have been a Registered Professional FSigineer in Colorado <br />since November 22, 1982. <br />Zhe purpose of my inspection aryl certification was to ensure proper <br />oonstrvction of ~7~~*+tation PotYi 008 emergency spillway and to satisfy <br />the rern ' ements of Rule 4.05.6(7) of the Colorado Mined Lard Reclamation <br />BoaLd. The riprap material was placed in the emergency spillway to meet <br />or exceed the design specification. 7.his as-built report confirms the <br />construction of this structun°e meets or exceeds the Rules and Regulations <br />of the Colorado Mined Land Reclamation Ftoarrl. 4he sd~uc~e is stable, <br />evidencing no irclications of slope instability. <br />Zb the best of my ]Qiowledge, based upon my professional expertise, arcl to <br />the extend possible, Porci 008 at the Seneca II Mine was constructed in <br />accordance with the prudent state~f-the-art of earthen embanlanent <br />construction. Further, the stnu,-ttne was oonstrucked in cw~liance with <br />the approved design, to the extent possible, as specified in Attaclnoent <br />7-6F of Peabody Coal Company's approved mine permit.
