Rule 2: Permits <br />I • operations proposed herein will be collected and removed from the site by commercial <br />disposal collector. All garbage will be collected in dumpsters and transported offsite by a <br />local contractor. <br />Sealing of Openings <br />Each exploration hole, borehole, well, shaft, or other exposed underground opening will be <br />cased, sealed, plugged, or otherwise managed to meet the requirements of this Section. LCC <br />plans to minimize or eliminate disturbance to the prevailing hydrologic balance by the <br />sealing of drill holes and other underground openings. Likewise, the safety of people, <br />livestock, fish and wildlife, and machinery in the permit and adjacent areas will be ensured, <br />to the extent possible, by the temporary or permanent seating of openings. Each exploration <br />hole, borehole, well, or other underground opening that is developed during mining <br />operations and not approved for water monitoring will be permanently sealed as set forth in <br />Rule 4.07.3. <br />Clean Air/Clean Water Acts <br />LCC has applied for air quality emissions permits and National Pollutant Discharge <br />Elimination System (NPDES) permits issued by the Colorado Department of Public Health <br />and Environment, Air Pollution Control Division and Water Quality Control Division. These <br />permits will ensure compliance with the Clean Air and Clean Water Acts. Exhibit 20 <br />• contains the Air Emissions permits and Exhibit 21 contains the NPDES permit, SPCC and <br />Stormwater Plans. <br />2.05.5 POST MINING LAND USES <br />Sarface Coal Mining Activities <br />The post-mining land uses which LCC proposes for the permit area at Lorencito Canyon <br />Mine are shown on Map 2.05.5-1, Post-mining Land Uae and Map 2.05.5-2 Poat Mining <br />Indastrial Land Use. The post-mining land use on undisturbed portions of the permit area <br />will be similar to the pre-mining land use, and will consist of rangeland/wildlife habitats. <br />Land uses adjacent to the permit area along the river consist of cropland, irrigated cropland <br />and residences. No land uses adjacent to the permit area will be affected by mining <br />operations. Prymining land uses are described in Section 2.04.3 of this application. Surface <br />coat mining disturbance areas consist of the surface mine area and haul roads. Access roads <br />will consist of upgraded existing roads. Other fight-use roads will also utilize existing roads <br />and not require new disturbance. Reclamation of surface disturbance areas will establish <br />permanent vegetation cover of the same seasonal variety and utility as the vegetation native <br />to the affected area, and is consistent with the planned post-mining land uses. 13acldrlling, <br />grading, and revegetation will accomplish achievement ofthe post mining land uses. <br />L~ <br />TR-14 2.05-75a (Revised 3/9/0 <br />
