The configuration proposed optimizes this condition. <br /> ' The interior of the site will be gently sloping toward the center <br /> where a 15 acre pond, approximately 15 feet deep will remain. The <br /> tfinal surface of the site will be considerably lower than at present <br /> but will insure that a cover of at least 3 feet of overburden lies <br /> tabove the water table.) The east, west, and south perimeters of the <br /> site will consist of 3:1 slopes (horizontal to vertical ratio) . The <br /> berms constructed along the perimeter of the site during Phase 1 (see <br /> ' Section C) of the mining operation will remain permanently. <br /> It is the intention of Best-Way Paving Company to maintain its <br /> ' asphalt and gravel plant on the 16. 1 acres at the north edge of the <br /> ' site after all mining has been completed. Therefore no change in the <br /> land form for that area is required. <br /> Topsoil : It is considered that at a minimum, the upper-most 24 inches <br /> of materials at the site are suitable for use as topsoil . The upper- <br /> most 24 inches of material stripped from each phase area will be <br /> ' segregated from the remainder of the overburden and considered as <br /> topsoil . As the overburden beneath the topsoil is placed in the pre- <br /> viously mined areas it will be covered with 6 to 12 inches of this <br /> material considered topsoil. This material will be removed from an <br /> ' area of approximately 59 to 60 acres and will be replaced in an area <br /> of approximately 44 acres.
