T'he designs were prepazed by Wright Water
Engineers. Inc. (WWE).
Also enclosed is a memo from W WE to me regarding a streambank stabilization evaluation that
was completed as part of the final designs for the wetland mitigation project. W WE concluded
that installing riprap to stabilize the streambank in the area of the wetland is not justifiable from a
risk-based economic viewpoint. Instead, W WE recommends plarning willow bundles along the
bank to provide a natural solution to the bank erosion problem. As a result, MCC plans to
include the planting of willow bundles in the wetland mitigation project.
In a letter from your office dated July 29, 1996, it states that the permit verification will be valid
until January 21, 1997. Please note that the mitigation site (and the refuse pile expansion) w771 be
constructed this year, therefore, MCC requests an extension to the permit verification.
Please call should you have a~ comments regarding the final designs for the wetland mitigation
site and the planting of the willow bundles. MCC plans to begin the bidding process for this
construction project next month.
Christine E.
Permitting ;
. cc: Paul Avarrt, WWE
Jonathan Kelly, W WE
Kathy Welt
or uv~.aa
