1 <br />EXHIBIT "D" <br />MINING PLAN <br />' The proposed mining operation will be concerned with sand and gravel <br />extraction for ready-mix concrete production aryl road base material. Pit run <br />mining methods will be employed for this purpose. <br />t The affected lands i.n question have not been mined prior to the date of <br />this permit application. <br />' Earth moving and excavation will be accanplished with front end loaders, <br />droop trucks arYi a track hce. Excavated material will be washed, crushed and <br />sized according to specifications. Processed material will be stockpiled on <br />' the affected land and used as the demand requires. <br />No mining will be performed closer than 30 feet to adjacent property lines, <br />t po~.er poles, the banks of the Colorado River and the right-of-way of Interstate <br />70. <br />Any topsoil or overburden that is removed will be stockpiled on the site <br />to satisfy reclamation purposes. Topsoil in excess of the reclamation requirement <br />will be offered for sale. <br />' The site presently has approximately 10 percent tree cover aryl a grourrl cover <br />of 90 percent. Any amount of existing vegetation or debris that has to be removed <br />will be buried in the pit bank side slopes as they are brought into conformity <br />' with the sulinitted grading plan as part of the reclamation effort. Overburden <br />will be spread over pit bank slopes above the water level at a depth of 6 to 12 <br />inches. <br />1 <br /> <br />1 <br /> <br /> <br />1 <br />1 <br />1 <br />1 <br />The depth of the sand and gravel deposits are estimated at 30 to 40 feet. <br />Existing overburden ranges between the surface and six feet. A hard shale bed- <br />rock has been located by the Colorado Division of Highways between elevations <br />4824 aryl 4829 on their right~f-way of the proposed I-70 bridge. <br />The water table was found at elevation 4852 ± feet at the time drilling was <br />ccx~leted for the I-70 bridge. Because much of the gravel lies below the water <br />surface, the mined area will have to be dewatered at regular intervals. The <br />dewatered discharge will be pumped to the Colorado River in cor~liance with NPDES <br />Discharge Permit standards. <br />A Colorado Department of Health Air Emission Permit #C-12,503 will be trans- <br />fered to this site. An application for an NPDES Discharge Permit has been filed <br />with the same department. <br />Because of a fluctuating economy and reduced construction activity during <br />inclement weather, it is difficult to estimate an exact mining time table. At <br />this time the applicant feals that four separate phases of approximately 6.4, <br />B. 1, 8.9 and 7.5 acres each will satisfy production demands. The applicant <br />estimates that each phase can be canpletely mined during a two arx] one-half <br />calendar year period. If this estimate is correct, one can expect a mine life <br />of 10 years. Mining operations will be conducted in a chronological order <br />according to phase number. <br />The applicant will proceed with on-site mining operations within thirty <br />days of permit issuance. <br />S <br />
