COLO. 80104 <br />' PHONE 688-4642 <br />DAI;LANDS kANCH <br />' ' PROJECT NARRATIVE <br />Oaklands Ranch is a Use by Special Review Application to al- <br />low the extraction of an alluvial gravel deposit from a portion <br />of thEr Curtis family property in Section 1, Township 8 South, <br />Range E17 West of the 6th Principal Meridian, Douglas County, <br />Colcrado. <br />' The Curtis family owns over 80U acres of property on both <br />sides of State Highway Na. 105 through this area. The parcel in <br />' question consists of lU.C10 acres on the West side of West Plum <br />Creek, about 1/4 mile West of the highway and a mile and 1/4 <br />North of Wolfensberger Road. Most of the area around this 1U.OC~ <br />acres is along the creek bottom and is utilized for the produc^ <br />' ti on of hay and grazing of cattle. This particular parcel rises <br />about 4.0 feet above the creek and is currently unuseable. A <br />wheat field ad3oining on the West is now mostly overgrown and not <br />' in production. Zoning of the property and everything around it <br />is A-1. The end use of the property will be for the production <br />of hay. <br />It is important to put the scope of this request in perspec- <br />tive. There is estimated to be less than 300,000 cubic yards of <br />material available from this site. The life of the deposit is a <br />mar.imum of 10 years. This is half of the life and about 7Y. the <br />' volume of the recent Aerostar proposal. As opposed to the large <br />commercial proposals employing dozens of people and machines, <br />this request is a family venture with two ranchers who live on <br />' site doing the work. Water for dust control will be purchased <br />from the Town of Sedalia so existing ground water will be unaf- <br />fected and, no additional waste water system is required. Th= <br />end result (a hay meadow) is as important here to the family as <br />' is the extraction of the gravel. <br />Material in this deposit consists of gravel that meets State <br />Class 6 Roadbase Standards. This material has the prop=r mixture <br />' of binder and fines and is damp enough for laying right from the <br />pit. Currently no location in Douglas County is able to supply <br />Class b Roadbase malting thi=_ deposit unique and important. E::- <br />' traction is proposed to begin at the Western side of the SG.GU <br />acres and progress toward the East, minimizing any visual impact <br />the extraction may have. Material removal would begirt after ap- <br />proval and continue as demand dictates. A three to one slope i=_ <br />' proposed for the Western and Northern side of the 10 acres and <br />this slope will be seeded and revegetated as soon as possible. <br />Ultimately, when the Eastern portion of the site is removed, al- <br />lowing vision into the area of etraction, a fully establi=_hed <br />revegetated slope is all that will be seen. <br />Any extractive land use is accompanied by much the same con- <br />' terns. The single largest factor controlling these impacts is, <br />of course, the magnitude of the proposal. At a total of 3UU,000 <br />cubic yards the impacts of this request can be readily managed. <br />This narrative will review and address concerns about: <br />' 1. County Master Plan Concurrence. <br />
