4. Conclusions <br />• Utilizing the available information to model the West Horse Embankment Dam resulted in a <br />factor of safety of 1.80 for the downstream slope of the embankment. These analyses were based <br />on average strength parameters obtained from indicated tests and conservative seepage <br />conditions. Therefore, the desired factor of safety will be met by the dam providing that the <br />materials used in the conswction of the dam match the materials used in the analysis, and the <br />conswction techniques match those described in Table 4.8-7a of the approved permit document. <br />5.
