W e <br />request that we regularly be wnsulted on any issuesJappliw[ions along the river corridor or any <br />applications that may affect the visual quality anywhere within the corridor in Fremont County. <br />Second, we will attend the scheduled Fremont County PLuuring and Zoning Commission meeting at the <br />courthouse on July I", at 7:30 p.m. We would urge and suggest that you invite ar contact atirers with <br />strong irrterest in this potential activity also, i,e. neighbors, rafting companies who launch regularly at the <br />Parkdale site, Colorado Department of Transportation, local chapters of trout Unlimited, Colorado <br />Riparian Association, Colorndo Bighorn Sheep Society, Colorado Division of Wildlife, Buckskin lot's <br />Company, Royal Gorge Company, City of Canon City, etc. <br />Third, we nerd to state that the short time frame for response, (lone 19tl1...12 days} for this potentially <br />major action at3ecting the social and physical environment was very inadequate. More time is needed to <br />carry out a thorough revierv of this proposed action by us and adrers before we can be sure our comments <br />to the Fremont p&Z Commission are adequate. We urge your commission to provide mare [ime to review <br />this proposal. <br />Fourth, it would appear atfirst review of this permit package describing the proposed development that an <br />environmental analysis is needed here. This is needed in order to fully understand the manly potential <br />ramitications of this proposed action, prior to Fremont P&Z Commission aMian, Thia mine will create <br />positive impacts but it appears that it will also cause some major negativt ones as well. These need to be <br />studied aad looked at prior to the commission's action on the permit. <br />Fifth, we offer drese "initial" commrnfs on this proposal: <br />More than 126,357 people utilize this site in Fremont County each year. The Arkansas Headwaters <br />Recreation Ana has spent over 5260,000 deve]oping this recreation site for public recreationisu in <br />Fremont County. This sin: is used extensively for public fishing, picnicking, sightseeing, and private <br />boating, as well as by over 70 commercial outfitters. This site is key to the recrw[ional enjoyment of <br />these people as well as to the success the private businesses. <br />W e conservatively estimate that the direct exprnditures tied to this site are 57,183,880, and the total <br />ecoaomic affect of this visitation occurring in Fremont County is approximately S 18,390,732. Tht <br />proposed mine may have a severe impact on this presrnt economic activity and must be fully analyzed <br />within the conditional use permit process.
