Further discussion of this situation is presented in Tab 12 and 20. <br />In order to achieve the designed postmining landiorm, the necessary backfill material must be available to <br />perform area grading on intemai spoil. Generally, adequate material will not be available until excavation <br />has developed at least two spoils. However, Rule 4.14.1(1)(c) allows up to four spoil ridges behind the <br />pit being worked. When the pit configuration is regular (e.g., typically, interior spoil), and where suffident <br />area is available (i.e.: long, straight pits) to perform "area grading", Seneca strives to maintain <br />backfilling and grading within two spoil rows. Under these conditions, it takes approximately 90 to 120 <br />days to cyde the dragline from one end of an active pit and back, creating two spoil rows. Due, however, to <br />coal market and operation considerations, it is periodically required to also cyde the dragline from the south <br />to the north and back to access an upper spoil bench or to pertorn rehandle operations. This an add <br />60 to 90 days to the dragline cyde before a single spoil row is created. Therefore, due to the depth of <br />overburden, and configuration and length of the pit, it can take over one year to generate four spoil rows. <br />This typical cycle has been drastically reduced since 2003 due to the limited areas of remaining <br />• <br />• <br />reserve and the pit orientations required due to steep grades. <br />Four spoil peaks will also be created by other mining situations.
