Sariar - 2.05.3 <br />During mine development, four entries will be driven to the north in the coal seam <br />• to create a underground sump for mine water inflows. The sump will allow <br />collection and temporary storage of mme water to allow suspended solids to settle <br />out prior to recyt:ling or discharge. <br />H Water Storage and Head Tank - A water storage and head tank will be constructed in <br />the upper portion of the Elk Creek Mine portal bench to both supply both water to <br />meet mine operational requiremenu and as a storage tank for mine dewateting flows. <br />The tank will be apre-fabricated steel tank mounted on a reinforced concrete slab <br />foundation. The tank will be filled by pipelines from either the main water storage <br />tank, located near the Somerset Cemetery, or the Elk Creek Mitre dewatering wells or <br />sump. <br />In conjunction with tank construction, a pipeline with booster pump(s) will be <br />constructed along the Elk Creek conveyor alignment from the main water storage <br />tank. The tank will also be equipped with water level sensors, discharge valves, and <br />an automatic overflow protection cutoff valve on the tank fill lines. A pipeline from <br />the first discharge valve will be routed through one of the mine ventilation shafts or <br />a borehole to supply the mine water system A pipeline from the second discharge <br />valve will empty to a short riprapped channel segment adjacent to the Elk Creek <br />channel providing energy dissipation and erosion control for the discharge of any <br />excess mine dewateting flows. The discharge from the tank to Elk Cmek is <br />pemvtted as a CPDES discharge point subject to monitoring when discharge occurs. <br />I. Foreman's Office and Lanip House -Two portable trailers will be utilized as a <br />foreman's office and lamp house facility for the Elk Creek Mtne. The two trailers <br />• will be located on the portal bench north of the mine portak and will be connected <br />to Substation No. 4 for electrical power. Sirrrilar to the existing lamp house facility, <br />the lamp house will be used for miner check-in and check-out, as a waiting area for <br />shift-change, and will house a miner's lamp service and repair area. <br />J. Rock Dust and Explosive Storage -Once active mining operations in the Sanborn <br />Creek Mtne cease, the existing rock dust storage bins will be relocated to the Elk <br />Creek Mme portal bench. The bins will be connetted to the Elk Creek Mme <br />workings byeither a borehole or a pneumatic feed line through one of the ventilation <br />snafu, allowing rock dust to be transferred directly to an underground loading point. <br />The existing portable explosive magazines will be located in a suitable area, well away <br />from active operating areas, in full compliance with applicable regulations of the <br />Btueau of Alcohol, Tobacco, and Firearms. <br />K. Elk Creek Mme Overland Conveyor - An overland conveyor will be constructed to <br />transport coal from the Ellt Creek Mme portak to the top of Stacking Tube No. 1 in <br />the Elk Creek facilities area. The Elk Creek conveyor will include an underground <br />section emending from the D Seam intercept to the mine ponak; a surface settion, <br />constructed on grade and a elevated settion, tying into the existing headhouse on top <br />of Stacking Tube No. 1. A transfer point will allow coal refuse or mine development <br />waste to be diverted through a discharge chute to a temporat-ystockpile. As material <br />accumulates in this pile it will be loaded and hauled to the West Valley fill disposal <br />area. The conveyor will have a capacity consistent with the maximum annual <br />production rate of 4,800,000 tons annually The conveyer design includes partial <br />• covers for at>sr comro% w-dt4Eways for inspection and maittcenance, and emergency <br />stop controls in compliance with applicable MSHA safety regulations. <br />PR04 2.05-23 Revised May 2001 <br />
