In order to provide room for expansion of the existing Elk Creek topsoil <br />• st«kpile, the powder and cap magazines were removed and the explosive storage <br />area graded. Consistent with changes m ongoing operations, OM[ will establish and <br />maintain an explosive storage area utilizing portable magazines at one or more <br />suitable 1«ation(s) within the mine permit area in full compliance with applicable <br />regulations of the Bureau of Alcohol, Tobacco, and Firearms. <br />BB. Fuel and Oil Storage -The fuel and oil storage building consisu of a cinder bl«k <br />building on a concrete foundation. It houses bulk fuel and oil tanks and drum <br />lubricant storage. <br />CG Antifreeze Storage Tank - A 6,000 gallon capacity steel tank u used to store <br />antifreeze solution. The solution is selectively sprayed on the interior sides of rail <br />cars during the winter months to minimi~P freezing of coal to the sides of the rail <br />cats. The antifreeze solution was previously piped from the tank co spray nozzles in <br />the coal loading area under the silo. With construction of the new batch weigh <br />loadout, the antifreeze tank and rail car deicing system has been rel«ated and tied-in <br />with the new facility. <br />DD. Elk Creek Refuse Pile, Eazt Yard Storage Area, and Road -The Eazt Yard u a <br />graded, partially gravel-surfaced, flat area which overlies the pre-law Elk Creek refuse <br />pile. Over a period of years (pre-law), the reface pile waz eliminated az a distinct <br />feature in this area and most of the coal refuse from the pile was distributed and <br />ended-up being mixed in with other surface mareriak in the yard area. The conveyor <br />belt and haul road from the Sanborn Creek Mme traverses this yard. The East Yatd <br />• coal st«kpile area is contained within this yard. It is also aced for storage of <br />supplies and other surplus equpment. As previously noted, the expanded Elk Creek <br />coal stockpile will become the primary coal stockpile area and the East Yard area will <br />be used in the future for storage of mine supplies, temporary stockpiling of coal <br />refuse, mine development wazce, and emergency coal storage. <br />EE. Non-Coal Waste Collettion Areaz -Several areas are provided for temporary <br />collection of non-coal solid and liquid wastes including a solid waste collection area <br />in the Eazt Yana, a scrap metal collection area near the dump station, a waste oil <br />storage tank near the shop/warehouse, and metal storage shed for drum storage near <br />the rock dust storage area. Additional details on solid waste collection, storage, and <br />disposal are provided in the subsequent coal mine waste settion. <br />FF. Non-Coal Wazte Pickup Bin -Non-coal solid waste from ocher temporary collection <br />areas is transferred to and stored in this bin for pickup and off-site disposal in the <br />Delta Cotmty Landfill or other suitable disposal site. The pickup bin is a three-sided <br />steel bin with open front and cop so as to be readily accessible by collection <br />equipment. Additional details on solid vrazte collection, storage, and deposal are <br />provided in the subsequent coal mine wazte section. <br />GG. Soil Storage Areas -There were previously two areas where soil materiak were stored <br />for future reclamation use; the East Yard and the Elk Creek soil stockpiles. In <br />conjunction with mine expansion activities in 1997-1998, the Ells Creek st«kpile was <br />moved and expanded and the East Yatd and Elk Creek st«kpiles were consolidated. <br />With development of the Elk Creek Mute and construction of ass«iated surface <br />• facilities, the North Ells Creek soil stockpile will be established and all soil in the <br />extstmg Elk Creek soil stockpile will be transferred to the new st«kpile.
