•
Stegner Presentation Outline
I) Initial Application.
2) Informal Conference. One attendee, Jan Boddicker.
Issues brought up in the conference: noise, dust, lraffi~: all outside of DMG jurisdiction.
Water quantity/effect on off-site structures, end land-t se questions: within DMG jurisdiction.
Still awaiting first response to Tech. Adeq. Review at that time.
3) Objectors: Major & Ian Boddicker (withdrawn after Informal Conference), Ginger & Dave Slatten,
Bernard Henrie (verbally withdrawn); Jack Dickson.
4) May 12, 1999 inspection.
A few things noted; needed new map with the irtigation ditch and better boundaries drawn. All other
notices and pre-excavation conditions noted.
5) Pre-Hearing Conference (no objector attendees).
Two issues (water quantity/effect on off-site structure:.; end land-use) adequately addressed by the
consultant by this time. Slurty wall will require a tech;tical revision to allow DMG to review the
specifications (currently in County review process), and the Operator must stay 2' above the water
table until OSE issues are resolved. Otherwise, no out::[anding technical issues with DMG.
Agenda for Board Hearing drawn up and times assign~;d for each issue, as well as rebuttals.
6) Effects on Water Quantity/Off-site structures:
Slurry wall may cause impoundment; however, there is a groundwater monitoring plan now in place to
measure the effects, and the site will be drained if it ruches a certain trigger point (2' below the
surface, the point at which the landowner notices damage to his house, the nearest structure).
7) Recommend for approval of permit on July 2, 1999. Bond set at $179,100.00 (20% of slurry wall costs
for fixing, plus costs for reclaiming 25 acres of the sitt at a time).
