MINOR REVISION N0.34 <br />Item 1: <br />~~ ~ - ~ <br />Coors Energy Company (CEC) has obtained a Certificate of Designation and a Use by <br />Special Review Permit from Weld County (1987) for the disposal of ash in "A" and "B" <br />Pits at the Keenesburg Mine. The intent of the ash disposal activity is to support <br />fulfillment of the final reclamation requirements (restoration to approximate original <br />contour) of the Colorado Division of Mineral and Geology (CDMG) issued Coal Mining <br />Permit C-81-028. <br />As a member of the Clear Creek Water Conservancy Group, Coors was approached in <br />1996 about the possibility of assisting with the disposal of mine waste rock from mineral <br />mining sites as part of a clean up of the upper Clear Creek watershed, west of Denver. <br />(The specific site proposed is the former "Little Bear Mine, a late 1800's gold/silver claim <br />located on U. S. Forest Service property neaz Idaho Springs, and part of a "Super Fund" <br />clean-up action in that azea.) Examination of the chazacteristics (specifically TCLP and <br />pIT) of the mine waste rock indicates a compatibility with the boiler ash currently disposed <br />and suggests that this mine waste rock material could be accommodated at the <br />Keenesburg Mine site, especially in a situation where it is "sandwiched" in between layers <br />of ash. <br />With the assistance and encouragement of the Cleaz Creek Water Conservancy Group, the <br />U.S. Forest Service and others, CEC prepared and submitted to Weld County in June, <br />1997 an application to further amend the existing Special Use Permit (Amended SUP-386) <br />and allow disposal of the mine waste rock material. The submittal was reviewed by <br />various Weld County and State agencies (health, wildlife, water resources, fire district, <br />city government, soil conservation, public works and emergency management) with <br />further public review by the Weld County Planning Commission. The Weld County <br />Commissioners concluded the review process with their approval (January, 1998) of Site <br />Specific Development Plan and Special Review Permit #1160 (copy attached), "allowing <br />the disposal of mine waste rock in an existing solid waste (ash) disposal facility". <br />CEC has completed its prepazation process for the receipt of the mine waste rock at the <br />Keenesburg site (anticipated to begin in June, 1998 -weather permitting), and further <br />believes that it is in compliance with the "Development Standards" attached to and part of <br />the Weld County Commissioners' "Resolution". Included with this Minor Revision are <br />revised pages (pages 113, 114, 114b, 117 and 125) of the Permit (C-81-028) where <br />wording has been changed to reflect the two wastes (ash and mine waste rock) which <br />would be accepted at the Keenesburg Mine site with the approval of this Minor Revision. <br />A Minor Revision is requested since the public and agency "notice" and "comment" <br />periods have been previously accomplished in the pursuit of approval for the amendment <br />to the Weld County Special Use Permit. <br />
