<br />MINOR REVISION NO. 32 <br />Bowie Resources Ltd., the current contract coal supplier to Coors Energy Company <br />(CEC), is experiencing supply and quality consistency problems at its Bowie #1 Mine <br />which is presently recognized as the supply source for CEC and the Trigen-Colorado <br />owned power plant, located on Coors' property in Golden, CO., and the source of the ash <br />disposed of at Keenesburg. Bowie Resources Ltd. is in the process of opening a new <br />mining operation (Bowie #2) approximately four miles east of the Bowie #1 operation. <br />This process is anticipated to require another three to six months before coal of a <br />consistent quality and sufficient quantity is available to completely satisfy CEC's ongoing <br />requirements. During the interim period Bowie Resources Ltd. proposes to satisfy CEC's <br />steam coal requirements with coal supplied from the Cyprus-Amax Twentymile Mine <br />(located south of Steamboat, CO), and to satisfy the stoker coal needs with the initial <br />production from the new Bowie #2 Mine. The intent of this Minor Revision is to obtain <br />approval for the temporary use of these alternate sources of coal and the resultant fly ash <br />disposal at the Keenesburg Mine. <br />Through Minor Revision 28, the Division was provided with the results of the testing of <br />ash samples derived from the burning of coal supplied by the Twentymile Mine (attach- <br />ment to cover letter dated September 11, 1996). The indication from that mine is that the <br />seam being mined, and the coal quality characteristics, are substantially unchanged since <br />the submittal of that MR. Thus results from TCLP tests and gross Alpha/gross Beta <br />• testing should be comparable. For this reason CEC asks that the test results submitted <br />under MR #28 (copies attached) be deemed sufficient for the ash obtained from the <br />Twentymile coal, for the purposes of MR #32. The annual sampling of ash from the <br />boilers (for the 1997 AHR Report) will provide a second sample for corroborating <br />analysis. <br />While CEC has some results of coal quality testing from the early production at the new <br />Bowie #2 Mine, no samples of boiler ash are as yet available. We anticipate receiving rail <br />carloads of Bowie #2 stoker coal in the near future and will pull ash samples for testing as <br />soon as we are confident that ash from the burning of the Bowie #1 coal has been <br />completely purged from the ash collection system. As in the past, the Division will be <br />supplied with copies of the ash analysis information when it becomes available to CEC <br />from the laboratories. <br />Once Bowie Resources Ltd. can confirm its ongoing ability to provide all of CEC's coal <br />requirements (both steam and stoker coal) from the production at the Bowie #2 Mine, <br />CEC will, if deemed appropriate by the Division, submit a Technical Revision for a change <br />of coal supply based on the available ash analysis data. <br />The Division's approval of this Minor Revision #32 to allow for Coal Testing and a <br />Temporary Coal Supply, is hereby requested. <br /> <br />
