Coal Methane Drainage Project - PaneG 16-24 Wert Elk Mine • Page 2-12 <br />1"~ On all access and collector roads used for project activities, road maintenance activities will <br />be performed by MCC as duetted by the responsible USFS official, and shall consist of <br />maintenance needed to preserve, repair and protect the roadbed, surface, and all stmctures <br />and appurtenances including but not limited to periodic grading, and inspection, clean-out, <br />and repair of any drainage structures, as appropriate. Dust suppression would be used, as <br />necessary, to control dust emissions from project construction and reclamation activities, as <br />well as project roads. <br />18) Drainage maintenance on roads will be critical for the duration of use. Existing rolling dips <br />shall be maintained and may need to be hardened. The USFS representative will inspect <br />roads used for project activities to identify any additional drainage stmctures to be <br />constructed prior to or during use. <br />19) MCC is responsible for using appropriate MUTCD traffic control devices when any heavy <br />equipment is moved on Forest Roads. <br />20) Traffic counters will be provided and installed by MCC, at designated locations to record <br />vehicle and ATV passes. The counters will be monitored and data recorded on a monthly <br />basis. The counter totals will be submitted to the District Ranger monthly and in both <br />tabular form and graph form. The USFS Engineering Staff will provide specifications to <br />MCC on installation of the traffic counters. <br />2.4.3 Drilling and Venting <br />21) During drilling operations, water levels and flows in the drillholes will be closely monitored <br />in order to characterize hydrologic conditions. Previous coal exploration drilling in this area <br />has not encountered artesian (natural pressure flow) conditions, so significant ground water <br />flows within or from the drillholes is not anticipated. If significant ground water flows aze <br />encountered, flows will be controlled by the addition of high-density drilling fluids until the <br />flowing interval(s) can be cased and sealed off by normal casing and cementing operations. <br />22) No toxic chemicals will be used in conjunction with drilling or MDW completion and <br />operation activities <br />23) Water to be used for drilling operations will be staged in tanks at approved locations. Water <br />will be transferred from the tanks through high-pressure hoses to active drill sites. If mobile <br />water carriers are needed, MCC will request approval from the District Ranger prior to <br />mobilizing said water carriers on a~ Forest Road. <br />24) Mud pits will be filled in at the completion of use, and after becoming dry. The mud pits will <br />be reclaimed with the rest of the site. If the mud pits ate not dry and cannot be filled in the <br />same field season of construction, an 8-foot fence will be erected around all pits to prevent <br />elk, deer, cows or people from falling in. USFS approved netting will be applied to <br />completely cover the pits to prevent migratory birds from landing in the pits. <br />25) In order to assure public safety in the vicinity of MDWs during methane venting, MCC will <br />be responsible for containing the associated surface equipment within a fenced azea, with a <br />fence at least 6 feet high, posted with the appropriate warning signs noting an explosion <br />hazazd and designating the area as a no smoking area. <br />26) MCC will prepaze and submit to the USFS an emergency plan of operations in case of <br />accidental ignition at a well-site or drill pad <br />Environmental A.aerrment <br />ivn'r/nw.+:, ere/e.+/n..h +l+ln+rr urr't <br />i/r/oz,m <br />
