An example of a proposal that would require an EIS is a request <br />for approval of a plan of operations for a mine that would cause considerable surface disturbance <br />over 700 acres in a 10,000 aae roadless area. <br />1.5.5 Roads Analysis Process <br />On January 12, 200], the USFS adopted the Road Management Strategy (66FR 3219, Title 36 CFR <br />Part 212) consisting of revisions to the Federal Regulations governing the Forest Transportation <br />System and administrative directives for transportation atlas, records, and analysis. <br />The Forest Service Chief issued a second Interim Directive (ID) to the Forest Service Manual on <br />December 14, 2001 that guides transportation analysis. This ID (FSM 7700, chapter 7710) directs <br />Forest Supervisors to perform aforest-wide, watershed level or project level roads analysis before <br />deciding to construct, reconstruct, or decommission roads. The Forest Service will prescribe terms and conditions for the protection of the non- - <br />mineral resources. Authority to prescribe terms and conditions is granted under the Federal Coal <br />Leasing Amendments Act of 1975 that amended the Mineral Leasing Act of 1920, as amended, and <br />the Federal Regulations contained in Title 30 CFR Part 740A(e) and Title 30 CFR Part 960.30. <br />The Regional Forester must also decide whether or not to consent to an exception(s) to Special Coal I <br />Lease Stipulations contained in Part II, Section 15, of the federal coal lease. 1f the Regional Forester <br />does consent, the Bureau of Land Management would grant the necessary exception(s).
