Coal McMane Drainage Prajat - Panek 7G24 Wert Elk Mine • Page 7-02 <br />Federal coal leaseholders in Colorado must submit a permit application package (PAP) to OSM and <br />CDMG for proposed mining and reclamation operations on Federal lands in the State. The CDMG <br />provides opportunity for public review of and input on the PAP and reviews the package to assure <br />that the permit application complies with applicable permitting requirements and that the coal mining <br />operation will meet the approved State permanent program performance standards. If it does <br />comply, CDMG issues the applicant a permit to conduct coal mining operations. Based on the <br />proposed project, MCC will submit to the CDMG for review and approval, a request fora "technical <br />revision" to their existing approved mining permit CDMG will consider any public input, this EA, <br />the Regional Forester's Deusion Notice, and other relevant criteria in their decision of whether or <br />not to approve the technical revision application. <br />1.5.3 Forest Land and Resource Management Plan <br />The amended Land and Resource Management Plan (LAMP) dated September 1991, for the GMUG <br />made provisions for coal leasing subject to the application of the coal unsuitability criteria established <br />in Title 43 CFR Part 3461. The Unsuitability Analysis Reports for the two coal leases included in this <br />project were reviewed and considered in this analysis. The LAMP also provided for applicable <br />stipulations to be utilized for protection of specific surface resources. General direction for managing <br />coal resources on unclassified lands is found on pages III-62 through III-65 in the LAMP. All of the <br />lands in the project area aze unclassified. <br />The LMRP directs all natural resource management activities and establishes management standards <br />and guidelines for the GMUG National Forests (1983, amended 1991). Three management area <br />prescriptions apply within the project area: 9A -Riparian/Aquatic Ecosystems; SA -Big Game <br />Winter Range; and 6B -Livestock Grazing. Standards and guidelines for these management areas are <br />found in the LAMP on pages III-124 to III-130, III-145 to III-149, and III-173 to III-188. Forest <br />LAMP maps displaying management area boundaries are available at the USFS Paonia District Office. <br />Within the project area, the SA presmption is assigned to lands in the Minnesota Creek watershed. <br />This area is south and west of the existing Upper Sylvester Road. Lands assigned to Prescription SA <br />are managed to optimize big game winter range on non-forested lands. Vegetative treatments should <br />be applied to increase forage production of existing grass, forb, and browse species or to alter plant <br />species composition. Prescribed burning, seeding for wildlife and range anpxovement, spraying, <br />planting, and mechanical treatments may occur. Browse stands should be regenerated to maintain a <br />vaziety of age classes and species. l~/inter zange should be managed to produce wildlife habitat <br />capability greater than or equal to 90 percent of potential. Range should be managed for amid-seral <br />or better condition. <br />New classified roads are normally not constmcted in the SA management area. New classified roads <br />should be allowed only if needed to meet Forest LAMP goals and there is no feasible alternative route <br />outside the management area. Temporary roads should be obliterated within one season after <br />intended use. During the primary winter use season, existing local roads should be closed and new <br />motorized recreation use managed to prevent unacceptable stress on big game animals. <br />Within the project azea, the 6B prescription is assigned to the Sylvester Gulch, Box Canyon, West <br />Flatiron, and Deep Creek watersheds. Lands assigned to Prescription 6B aze managed for livestock <br />grazing. Range condition is maintained at existing or better condition through use of forage <br />improvement practices, livestock management, and regulation of other resource activities. Non- <br />structural restoration and forage improvement practices available are seeding, planting, burning, <br />fertilizing, pitting, furrowing, spraying, crushing, and plowing. Cutting of encroaching trees may also <br />occur. <br />Area 9A emphasizes management of all the components of aquatic/riparian ecosystems to provide <br />healthy, self-pexpemating plant communities, acceptable water quality standards, fish and wildlife <br />~I <br />Envieonmcntal Arrerrment <br />I>VP/Aluva.
