Four spoil peaks will also be created by other mining situations. First, in certain locations <br />• such as along the ramps and the haul road, in the box cut spoil area, along certain inside or <br />outside curves, along irregular coal recovery areas, areas with short pit lengths and adjacent <br />to facilities areas, it could take more than four spoil rows to create sufficient spoil area to <br />allow final grading to "daylight" and blend into the surrounding topography. Second, in some <br />cases, the box cut spoil material is required to be dozed or hauled forward into the mined <br />area. In this case, the pit progression must move ahead more than four pit widths and the <br />coal must be removed before the ,spoil can be backfilled and graded to its design <br />configuration. The completion of backfilling and grading at select locations along final pit <br />highwatls may require additional time beyond 180 days due to these areas being scheduled <br />for future highwall mining. <br />SCC previously conducted auger mining along certain areas of final dragline highwall. Due to <br />operational and coal recovery deficiencies the auger mining was discontinued and has been <br />replaced with a highwall mining system. Highwall mining will be conducted at select <br />locations along final pit highwatls las shown on Exhibit 12-1 and described in Attachment <br />12-2). The planning and scheduling for coal availability, whether dragline or highwall miner, <br />• will in some cases delay contemporaneous backfilling and grading of some final pits and <br />previously disturbed areas. Therefore, a variance to Rule 4.14.711)Ic) is requested for select <br />areas of final dragline pits in existing and future mining areas. The areas of variance include <br />the following select portions of final dragline pits to accommodate highwall mining and coal <br />haulage access and to bring a portion of the lower "Neck" pit into compliance. The variance <br />areas are depicted on Exhibit 19-1A, Backfilling and Grading Plan. <br />• Lower "Neck" Pit <br />- Approximately 1,200 ft. of pit backfilling to be completed by end of 2004. <br />• North Valora Pit (directly east of Pond 012) <br />- Lower 1,800 ft to be final graded and topsoiled in 2007 when the haul road is <br />removed and lower end of Channel YPM-6 is constructed (the material removed from <br />the haul road and channel area will need to be placed against the northern side slope <br />to achieve PMT). <br />- The final dragline pit in this area has been backfilled and rough graded. <br /> <br />TR-25 5 Revised 09104 <br />
