• Necessity for Permit Renewal /Permit Revision <br />This application represents a request for both a renewal of a valid existing permit <br />from the Colorado Mined Land Reclamation Board pursuant to the Colorado <br />Surface Coal Mining Reclamation Act C.R.S. 1973, Section 34-33101 et sect and a <br />permit revision to incorporate the mining and reclamation of adjacent coal leases. <br />These leases are Federal Lease C-29224 and State of Colorado Lease 257/135. The <br />net effect of this request is to effect compliance with the Colorado Act and the <br />Rules and Regulations published on August 30, 1930. <br />From an historical perspective, the major permit approvals received in conjunction <br />with the surface mining operations at Colowyo are as follows: <br />I) Special Use Permit from the Moffat County Planning Commission on <br />May 10, 1976. <br />Z) Open Mining Permit No. 76-15 from the Colorado Department of Natural <br />Resources on August 31, 1976 permitting a production level of 3 million tons <br />per year for 5 years. <br />3} Modified Mine Plan for Lease No. D-034365 from the U.S. Geological <br />survey on December 3, 1976 permitting a production level of 250,000 tons <br />per year from the "X" coal seam only. <br />• 4) Conversion of Open Mining Permit No. 76-15 to Development and Extraction <br />Mining Permit No. 76-15 C/A from the Colorado Mined Land Reclamation <br />Board on January 25, 1977 permitting alife-of-mine permit for 250,000 tons <br />per year from the "X" coal seam only. <br />5) Mine Plan Approval for Lease No. D-03436 from the U.S. Geological <br />Survey on August l9, 1977 permitting a production level of 3 million tons per <br />year for the life-of--the mine. <br />6) Amendment to Development and Extraction Permit No. 6-IS C/A from the <br />Colorado Mined Land Reclamation Board on August 25, 1977 permitting an <br />expansion of the mine to an 8 seam, 3 million tons per year production level <br />for the life-of--the mine. <br />I`J <br />Introduction 8 <br />
