Stone; File No. ^^-~~ ~~~Q2 <br />Lykins Gulch; Adequacy Review #2 <br />Deaz Mr. Loukonen, <br />The Division received your response to the adequacy questions for the Lykins Gulch 110 <br />Application, File No. M-2000-090. The Division has a few remaining questions that need to be <br />addressed by the applicant prior to approval of the application. <br />The applicant states that topsoil is almost non-existent on this site, and what is available will <br />be mixed with the overburden. The mixing of topsoil and overburden is not a good <br />reclamation practice because the topsoil contains biological agents that will support rooted <br />plants necessary to achieve the reclamation goals. The operator will need to commit to <br />segregating the topsoil and overburden piles as much as possible. In the long run, this will <br />provide a more suitable plant growth medium and reduce the amount of topsoil that will need <br />to be hauled in from off site. <br />2. It is the Division's understanding that the gulch will not be affected by the operation and only <br />the hillsides will be quarried. Please be aware that any changes to this plan will need to be <br />approved by the Division in the form of a revision to the permit. <br />3. If steep areas are not affected by the mining operation, then the natural introduction of trees <br />is acceptable for the indicated portion of the reclamation plan. However, if an area is <br />affected by the operation (i.e. quarry area, stockpile areas, staging areas and new access <br />roads) the applicant will need to revegetate the area with the approved seed mixture. Hand <br />seeding of an affected azea may be necessary if the land is too steep. Please respond. <br />4. The applicant states that more rock could be placed in the channel area as needed to provide <br />a stable configuration. If additional rock is necessary, the applicant will need to locate the <br />stabilized area on the map, specify the length, width and depth of rock to be used and the <br />average size of the rock (or Dso• where the tiptop diameter in feet such that 50% have a <br />smaller diameter than Dso)• <br />The Division is currently reviewing the reclamation cost estimate for Lykins Gulch. Once the <br />applicant responds to above-mentioned items, the Division can adequately estimate the bond. <br />• • <br />
