requests will be submitted to CDMG for insertion into Appendix 13-12a, Landowner Requests for <br />Permanent Features. • <br />ondin <br />Introduction. The purpose of this sedion is to provide a reclamation cost estimate, with supporting <br />documentation, for determination of a reclamation performance bond for lands distufied at the Seneca II <br />Mine. This section will provide information regarding all disturbed lands within the proposed permit <br />boundary. The amount of bond required was developed assuming that the bond would be forfeited at a time <br />when reclamation liabilities are highest during the reclamation phase of the mine. CDMG will develop <br />the bond estimate, which will be reviewed by SCC. <br />CDMG currently holds a reclamation bond calculated for the worstcase condition in the mining <br />sequence. The worstcase condition occurs when the area from which topsoil has been removed is <br />largest and the volume of matedal to baddill the open pit areas is greatest. This usually occurs when pit <br />lengths are the longest and overburden is the thickest. <br />It was determined from the Operations Plan Map (Extdbit 12-1) tha! the highest liability, or worse case, would <br />occur in the year 1994. This determination was based on pit length, pit location, amount of spoil, and <br />disturbance ahead of mining (see Tables 13-2-1 and 13-2-2). • <br />The ceiculations, costs, and badkup documentation for atl disturbed lands and fadlities during the period of <br />greatest liability (1994) are located in the following attachments: <br />Attachment 13-1 labor and Equipment Rates <br />Attachment 13-2 Areas and Dimensions <br />Attachment 133 Mine Area Worksheets <br />Attachment 13-4 Fadlittes Worksheets <br />Attachment 13-6 Revegetation Costs <br />Attachment 13-6 FPC and EMF Printouts <br />1994 "Worst Case" Year Disturbance <br />Induded in this category are the four spoil piles, open pit, areas ahead of mining tttat have been stripped of <br />topsoil, ramps, and miscellaneous disturbance areas in and around the open pit. Estimated costs to reclaim <br />the disturbed area come under the headings of: <br />a) Drill and shoot highwall <br />b) Doze highwall material <br />c) Doze adjacent two spoils <br />d) Doze back two spoils • <br />e) Grade all ramps (included in spoil grading) <br />TR-37 73-48 Revised 07/06 <br />
