Temoorarv Cessation <br />• <br />In the event temporary cessation of mining and reclamation operations extends for a period of 30 days or <br />more, or as soon as d is known that a temporary cessation will extend beyond 30 days, a notice of intention <br />to cease or abandon operations will be submitted to the Division. All phases of bonding will be in force on <br />temporary planned cessation areas until mining or related operations recommence (not to exceed the period <br />established in Tab 12 without Board extension) or permanent reclamation procedures are employed. <br />While the planned cessation areas are being exercised, ramps will be maintained in order to allow livestock <br />and wildlife access and escape routes. Highwalls may be reduced to a slope of 1.25h to 1.Ov to produce a <br />more stable cendition (see Figures 13-2 and 13-3). Depending on the length of cessation, slopes may be <br />planted with Seed Mix No. 3 (temporary reclamation mix). Ripping andJor angle blading will be carried out <br />along the highwall prior to stabilization and planting as necessary. Planting and seeding operations above <br />the highwall will be conducted only to within a safe operating distance so as not to jeopardize the operator or <br />the equipment. Additional seeding needed for slope stabilization will be by broadcast seeding. Drainage <br />control to aid in stabilization and reduce erosional impacts will be implemented as necessary. The mine site • <br />has complete sediment control provided by sediment ponds. <br />Auger Area E. The temporary reclamation at Auger Area E (Exhibit 13-2) will follow the same general <br />procedures as described above and shown on Figures 13-2 and 13-3; except stability of the highwall will be <br />assured by scaling and/or benching to maintain the highwall for portal development. Surface runoff will be <br />diverted around the temporarily reclaimed area through drainages that flow into Pond 004. Water quality will <br />continue to be monitored at this location as described in Tab 12, Pages 12-12 to 12-12a. The underground <br />operations at Cow Camp are anticipated to commence at the conclusion of mining of the surface reserves at <br />Seneca II, which is scheduled for 1998. At that time, a final reclamation plan for this area will be submitted <br />in conjunction with the permit for the underground operations. If the portal location is changed prior to the <br />cessation of surface operations, Peabody would complete grading and final reclamation of the area in <br />accordance with the approved plan. <br />As with other temporary reclamation areas, the bond for this area will remain in effect unfit the area is • <br />permanently reclaimed. <br />13-42 Revised 10/17/94 <br />
